Public Election of Trustees
The Nyack Library is a free association library as defined by New York State Education Law. The Library is a not-for-profit corporation governed by a publicly elected Board of Trustees. The Library was granted a charter by the New York State Department of Education in 1890. The charter was amended in 2001.
The Nyack Library Board of Trustees consists of eleven Trustees, who must be residents of voting age residing in the Chartered Service Area. The Trustees are elected by vote of the residents of the Library’s service area (the Villages of Nyack, Upper Nyack, and Grand View-On-Hudson, and any unincorporated parts of the Nyack Union Free School District in the towns of Orangetown and Clarkstown, exclusive of Valley Cottage). The duly elected Trustees serve staggered three-year terms, such that a maximum of four Trustees stand for election at any one time. The public vote for Trustees is conducted annually on the second Monday of January. In the December preceding the January election, notice regarding the dates for the election of Trustees is published in the Rockland Journal News. The Nominating Committee of the Board of Trustees recommends candidates for election, or for appointment to the Board, in the event that a trustee vacates their position during their current term of office. The Board of Trustees confirms by a vote at a regular monthly meeting the recommended slate for election, or an individual candidate to fill a vacancy. A registered voter and resident can be directly elected to the Board of Trustees by following the petition process. A petition to nominate a resident for Trustee must be submitted in writing to the Secretary of the Board no less than two weeks before the scheduled Trustee Election to allow for petition signature validation and ballot preparation.
At the Annual Meeting of the Board of Trustees, which immediately follows the annual public vote, the duly elected Trustees elect the officers of the Board. The officers consist of President, Vice President, Treasurer, and Secretary. The four officers of the Board plus one other trustee nominated by the President and confirmed by a vote of the Board for a term of one year shall constitute the Executive Committee. The responsibility and authority of each of these offices is described in the Library’s Bylaws.
Library Trustee Petition Process
To be directly elected to the Board of Trustees, a resident of the Library’s Chartered Service Area can submit a petition signed by a minimum of twenty-five registered voters from the Library’s Chartered Service Area. After the signatures are validated by the Library, the individual’s name appears on the ballot at the Annual Meeting. Petitions must be submitted no less than two weeks before the scheduled election to allow time for petition signature validation and ballot preparation before the Annual Meeting.
Residents who sign a petition must indicate on the petition the date of their signature, their name, address and the name of the Village/Hamlet of their residence. The Library suggests that a petitioner obtain more than the required number of signatures. After the petition signers are verified as registered voters and residents in the Library’s Chartered Service Area, the petitioner will be notified of their eligibility to be a candidate.

Library Budget
The current Library Budget is available for public review throughout the year at the Reference Desk and on our website. Once passed by the voters, the Library's public tax support is drawn from the taxpayers of the Nyack School District each year. If the Board of Trustees determines that additional funds are required to support library operations, a request for additional tax revenue is presented in a district-wide referendum for approval each year, usually in February. Those votes are preceded by an Information Session shortly before the vote, and a complete budget overview is also made available both for the Nyack Library Budget, as well as the Valley Cottage Library Budget. The Valley Cottage Library traditionally joins with us for a proposal to the Nyack School District voters. Our tax support is also supplemented by other sources of income such as fines, fees, investments and charges, to complete the total operating Budget. Prior notice of all budget votes is always published in the legal notices of the Rockland Journal News, beginning 45 days in advance. In addition, information is available on the library website, social media channels and also mailed in print to each household.
